Regular inspection by committee is compulsory
The Managing Committee of every co-operative society must regularly inspect entire Society items to undertake repairs and maintenance from its own funds.
The list of items is laid down in Rule 106(5)(a) of the DCS Rules, 2007
The Rule 106(5)(b) specifically make the committee responsible for the inspection, it says “The committee and its officers shall carry out regular inspection of the items mentioned in clause (a) and shall take immediate action for their repair and maintenance.”
In view of the above it is joint and several responsibility of every officer of the managing committee to ensure immediate action for repair and maintenance of the society.
ON COMPLAINT BY A MEMBER
The managing committee of the Society is bound to attend to its repair within 15 days from the date of receipt of such complaint by the member.
If the managing committee fails to attend the complaint made by a member in writing the aggrieved member should approach the Registrar of co-operative societies for the default made by the managing committee.
On receipt of the complaint the Registrar will ask the managing committee to give their comments within 15 days and if the RCS do not receive the reply, it can initiate action against all the members of the society by giving a show cause notice.
On the other hand in such a situation the members is having another right against the Society of approaching a consumer court for the deficiencies in services of the Society.
